For decades, global enterprise systems were engineered for linear, predictable environments. Today, hyper-complex business ecosystems demand non-linear scalability. Centralized, cloud-dependent architectures present a massive attack surface. In an era of shifting global risks, a global operation or supply chain cannot hinge entirely on external connectivity. Cyber-attacks on cloud hosting, physical damage to localized power grids or data-center cooling infrastructure, or wide-scale grid energy constraints will instantly cripple a centralized business. And the cutoff need not be an accident: AI consumed across a border is an imported utility, and access to foreign compute can be restricted by administrative decision. Export controls and diffusion frameworks already do exactly that (S&P Global, Stanford HAI).
LLMs cannot reliably distinguish instructions from input, so prompt injection, introduced directly or hidden in the documents, web pages and images an AI consumes, has no foolproof fix. Agents routinely pass authentication yet act far beyond their authorization, and AI-generated code repeats the same exploitable flaws across thousands of systems. Anything an AI can reach must be treated as insecure unless a human stands between it and the sensitive action.

Agents acting as actors escaped the lab of the best-resourced AI operation on Earth; under the Fractal Paradigm, AI is an input, never an actor.
